This is a very disorganized tefillin shel rosh. The sizes of the different compartments are not the same, and they are not not straight. It is often in battim like this that the sofer has difficulty removing the parshios, or putting in parshios. Neat organized battim are easier to work with, and their is less potential for damage to the parshios.
