Unless you are keeping your tefillin bag inside a tallis bag, I recommend the Bar Mitzvah Size bag. It is roomy enough to store your tefillin plus a siddur. Even if you are not planning on keeping a siddur inside, the extra room makes it easier to fit your tefillin inside in a comfortable way.
